Executive Order 14409: voluntary early government access to the most powerful AI models
A presidential order signed June 2, 2026. It asks AI companies to voluntarily give the government access to their most powerful new models 30 days before release, and tells the Justice Department to prioritize prosecuting AI-enabled hacking. It requires no licenses. This is AI and cybersecurity policy, not a surveillance program; it is here as context for federal AI rules.
"Promoting Advanced Artificial Intelligence Innovation and Security." A voluntary 30-day pre-release framework for "covered frontier models"; directs the AG to prioritize enforcement of 18 U.S.C. §§1028, 1030, 1343 against AI-enabled illegal computer access; explicitly creates no mandatory licensing or preclearance regime. CISA's BOD 26-04 (June 10, 2026) is a confirmed follow-on with a three-day-plus-forensic-triage window for the highest-risk tier.
How we know: Carried forward, not re-checked in v3.28.
