Palantir ELITE: ICE's raid-targeting app, and ICE's plan to load voter data into it

partialchecked v3.33

Integrates improperly obtained Medicaid addresses and decides which neighborhoods to raid.

Updated Oct 9, 2026. ICE records released under FOIA to Democracy Forward show Homeland Security Investigations preparing voter data for ELITE in 2026. A May 26 email says coordination continued "particularly on ingesting processed voter roll data into the ELITE enforcement system." HSI's weekly reports list a DOJ dataset of 50.6 million records, 48.4 million records "obtained by DAS Heather Honey through independent sources of information," and about 26,000 USCIS-derived records. These are counts of records, not people. A July 6 report says data for six states (Missouri, Michigan, New Mexico, Connecticut, Georgia and Kentucky) had been enriched and was "pending Palantir entry into ELITE," and that Michigan and New Mexico were on hold for legal review under a court order in State of California v. Trump.

The records do not show that any voter data was actually entered. A Palantir spokesman told WIRED: "Voter roll data has never been integrated into ELITE."

How we know: Substance confirmed; the date was flagged in v3.5. Disclosure may have been earlier than June, not independently re-verified; the raid-targeting description is carried forward, not re-checked. Updated Oct 9, 2026: ICE's own records (FOIA release to Democracy Forward, Oct 1, 2026) read directly for the voter-data plan. They show preparation, not completed entry. Palantir's denial is WIRED's report, read directly.

“MO, MI, NM, CT, GA and KY have been enriched by the iLab and are pending Palantir entry into ELITE.”
